What is minimum college degree required to get job under NOC's skill level 0, A or B for immigration purpose?

My friend is coming to Canada to study and later planning on staying here permanently after immigration. Current Canadian laws require a job falling under skill level 0, A or B on NOC's list of occupations. What is usually the minimum college education required to get a job under those categories? Will a one/two year college diploma/certificate suffice?
