My friend refuses to get her license or a job, and she's 19?

I have been friends with this girl since elementary school, and we've been super close for all these years. But she has no motivation in life. She's scared and shy of everything. She never wants to get a job, get her license, or go to college. What can I say/do to encourage her? She can't go through life being like this.

4. Talk to her parents & make them force her. If she still lives with them they can threaten to kick her out unless she goes college or gets a job.
